With BCA stepping up checks and implementing schemes such as Enhanced CONQUAS, the direction is clear. More stringent licencing conditions and checks for Developers and Contractors with poor or no quality track record.
Launched in 1989, CONQUAS is the national yardstick when it comes to Building Quality. Throughout all nine revisions, it is used in contract specifications and land sale agreement as a benchmarking tool to increase the building quality in Singapore.
For Contractors, it is prudent to achieve the CONQUAS score specified in the contract. The failure to achieve the targeted score can be detrimental to the Contractor’s survival in the industry, especially when public sector projects are concerned. Consequences include:
- Penalty (Up to $2million for government projects)
- Price loading (Affect future tenders for as long as 3 years )
- BCA CRS Downgrade (Up to 1 year)
- Debarment (Up to 1 year)
